Procurement Specialist, Supply Chain

Job Summary

•    Responsible and accountable for the procurement of raw materials/packaging/merchandised goods (direct); technical goods/services/contracts (indirect) and logistics service (freight/ transportation/ warehousing/ customs brokerage) at competitive terms and the required level of quality resulting in cost savings and supply risk reduction for the business.
•    Responsible for export process to ensure export order is fulfilled timely and meet customers’ needs.
 

Responsibilities

    Plan to Strategy:
-    Understands business needs and requirements. Build up market expertise in the upstream, procurement and downstream markets (value chain) 
-    Understand market developments, trends and its impact. Provide forecast movement of key material’s pricing on credible information.
-    Regularly analyze procurement conditions for key raw materials/packaging and initiate sourcing activities for alternatives to ensure competitive pricing. Avoid single source situations and correct them if necessary.
-    Develop data on competitor intelligence relevant for the business
    Source to Contract:
-    Prepare and execute Request for Quote (RfQ) within boundaries that are aligned with business (goods / services package, approach, business requirements, roles for negotiation, list of suppliers, alternatives to negotiated agreement)
-    Evaluate incoming offers; perform bonus evaluation where applicable    
-    Negotiation & award contract: determine optimal negotiation / award alternative, award goods / services package to supplier(s) and align with functional hierarchy when required
-    Contract implementation & monitoring: manage contracts and decide on appropriate actions; inform relevant stakeholders about negotiation results; manage supply issues and/or sales allocation/force majeure situations in a transparent manner
-    Implement appropriate actions for end to end (E2E) margin management
-    Actively manage the portfolio of suppliers for assigned categories, strengthen partnership with key suppliers and continuously manage supplier performance
-    Be escalation point for NCM management 
-    Submit necessary documents from suppliers to complete master data processes. 
-    Update /approve Outline Agreement/Contract/ PO in SAP

    Support Function – Global team, plants
-    Provide emergency support and manage tail-spend items
-    Agree on site-specific measures and projects (“site activity plan”); drive implementation with Category Buyers
-    Act as escalation point to plants in expediting of late deliveries
-    Local supplier management: identification of suppliers and supplier development (on request from Global Categories)
-    Execute Risk Management approach with appropriate actions for assigned categories
-    Provide language support on request from Global Teams 
-    Act as contact for local compliance issues and ensure compliance with local regulations

    Export Management
-    Reserve vessel booking in line with customer request delivery date and stock availability to meet customer’s needs and DR /DC KPI
-    Coordinate with LSP/ CSO/ planner/ warehouse for stuffing and loading plan
-    Work with LSP for customs declaration and prepare any required shipping documents as COO, insurance, Bill of lading
-    Create TM in SAP
-    Follow up and update any delay to CSO for customer’s acknowledgement.
-    Perform other tasks as assigned
 

Experience

Min 3 years’ relevant experience in MNCs with international operations, preferably in chemical industry

 

Education     

Bachelor’s degree, preferably in business administration, supply chain management

 

Technical & Professional Knowledge  

    Expertise in procurement methodologies and processes as well as negotiation tactics
    Adequate knowledge of transportation & warehousing management, EHS, transportation & distribution safety (TDS), Customs brokerage and global trade control
    Good English communication
    Experience in using SAP - material management module is advantage
